COTTON CULTIVATION IN THE NEW TERRITORY.

The following letter was read

Hongkong, March 25, 1904. SIR-I ́um instructed to draw your attention to the subject of Cotton Cultivation in the New Territory. I have therefore collected the following short summary from all the informa- tion which I have before upen the agricultural aspect

The most important question bearing upon the possibility of successful cotton cultivation in Kwangtung is the question of elimmte. Th seasons of the district are so peculiar that it would not be safe to assume that any plant would be successfai until it has been tried.

The oxperiment in the ease of Cottin seems to be worth making, for in the cotton-growing districts both in Central China and in Northern India the conditions approach the of Kwangtung One of the best cotton-growing districts in the United Provinces (North West | Provinces) of India laus n' climate very similar

to that of Hongkong.

QUSTOMS REGULATIONS AT THE PORT OF

KONGMCON,

The following rules issued by the IM, Cus. tems on 3rd March last, and kindly furnished the Chamber by the Hon. Colonial Secretary. were laid on the table.

Customs Regulations for the Port of Kongmoon, 1901.

I. All vessels trading at Kongmoon are subject to, and will be treated in accordance with, the West River Regulatious 1904, and who those do not apply with ordinary Customs regulations and existing Truutios, dand Water steamors will comply with the Inland Water Steam Navigation: Regulations. | 2. For shipment and discharge of cargo, vessels, including inland water steamers, must take up the berths in the harbour assigned by the Harbour Master, and may not move there- frean without his permission. The harboar limits of the port are S.-W. of Kongmoon town:

Within a line drawn East and West through the Won Wu Tomple.

In the West River, East of the Konginoon Creek:

Within a ling drawn N.-B. Brongh Li Yu Hill.

In the West River West of the Kongwoon Creek:

Within a line drawn S.-W. throngh Chik Shan Village jutty.

Steamer Anchorage: In West River opposite L.M. Customs adjoining the mouth of the Kongmoon Creek.

Cargo-boats, sampans, &e, are forbidden to approach incoming vessel before, they are properly mooret.

3. Cargo-bouts must to registered at the Cus tom Hose and their numbers conspicuously painted on them in Chinese and English.

4. The landing and shipant of cargo and bellast, and passengers and their luggage, may only take place betaveen 6 a., and puta..! and cannot go on either at night or on Sun. das nail holidays without special permission. Cargo landed, shipped, or transhipped without n permit is liable to confiscation.

The Cotton crop would only be in the ground from the first rains in April and May until the antumu, and would therefore be independent of the North-East Monsoon. There is somNES | doubt whether the dry winds of late antunn would check the ripening of the capsulos, but it is probable that the more rapid growth of the crop during our hot summer would ensure their perfection in time. Even if this were found. If the crop is found to succeed, the small formers would probably take it up. They have already men and made use of the advantage of growing some products of foreign origin for which a market exists in Hongkong, and they might take especially quickly to this industry, because it is widely spread in other parts of Chien and has therefore be moulded upon lines suitable to the conditions of small tene- ments. LEWIS AND CLARK CENTENNIAL EXHIBITION

AT PORTLAND (OBEGON). A letter from the Government, dated 20th ultimo, read inquiring whether the Chamber could advise the Government taking any stops with a view to a representation of the Colony at the Exhibition 1905,

It was decided to reply that the Chamber. while having every sympathy with the objects of the Exhibition, were averse to any publie

expenditure of money to farther an exhibit representing Hongkong, and they were of opinion that privato enterprise amongst the Chinese Community would bring the same A delegate from America would object about. doubtless canvass and organise Hongkong exhibits in the same manner as was done in the case of the S. Louis Exhibition now being held.

PILOTS' ORDINANCE, 1904.

The Bill now before the Legislative Council was discussed and it was desilod to ask the Government to allow the Chamber the op- portnuity of considering the schedule of Fres payable to Pilots and the question of the limit to the number of registared Pilots before the regulations became law.

After examination duty memos will be issued, and on payment of duty shipment permits will be issued.

8. The landing and shipment of cargo having been completed and all dues and duties having been pail the. Customs clearance will be issued and the vessel will be entitled to the return of her papers, and may then proceed. The Customs will be at libuity to seal the hatches and place a Customs Officer on board to accompany vessels up and down the River.
