The climate of Hongkong. is also a very serious factor when linked with the foregoing conditions. From April to November u most exhausting damp heat prevails, and not breath of air of the monsoon strikes the place, as the high Pak Mountain acts as an effectual wind guard against perflution. I consider Hongkong to be the highest expression of sanitary neglect on the face of the earth, and its sanitary service weak and feeble to a degree, not as jadivīduḍs, but in point of numbers and officiant rcerniting.
