It has been brought to the notice of the Government that the work has increased of lato years, and ships constantly enter the harbour simultaneously at both entrances, and I would beg to remind you that the number of ocean- going steamers alone which entered the harbour during the year 1902 amounted to over 4,000, or an average of 11 per diem, many of these being consting vessels and other small craft which do not as a rule carry a doctor as a member of their crow.

My Committee therefore consider that the constant employment of two Officers whose whole time is devoted to official inspection of vessels is an absolute necessity. The extra cost by reson of such a change would not be very great and would be fully justified by the guin to the Colony at large. The income derived from permits to work cargo on Sundays still maintains a high level of over 841,000 per annuri and would meet any extra expenditure under this houding, in addition to which the general revenus under the heads of Bills of Health and Medical Examination of coolies amounts to a further sum of about 838,000 per annnw.

The Chairman said that the letter left the matter in the same portion as before. The outcome of the whole correspondence had not but tout rain, but the concessions obtained were dependent on the Harbour Office officials promptly meeting incoming steamers (carrying only small quantities of dangerous goals) in order to prevent delay ouurring, DRGIEAL SYSTEM OF WEIGHTS AND MEASULES.

Correspondence between the Decimal As sociation and the Chamber was read rolating to the Bill for the adoption of the Metric System of Weights and Measures now before the Home Parliament. The Committee having anani mously resolved in 1962 to support the wmpul- sory adoption of the Decimal System of Weights and Measures throughout the Empire, and this decision having been communicated by the Hongkong Government to the Secretary of States for the Colonies, it was felt that nothing further could be done to further the proposal at present.
