ARRIVAL OF NAVAL HATINGS

FROM SHANGHAI.

Thirty-three Naval ratings arrived from Shanghai on the evening before last on the Chins Navigation Company's 8.8 Kalgun, and proceeds to HM.3. Tamar. Leaving Shanghai on the 15th inst, the Kaiger had a somewhat tempestuous voyage down the consi, Capt. Speed reporting strong monsoon and high sea to Brea- ker Point, but from thence to port light winds and fine weather The sailormeg passengers, of course, were quite at home to the bad weather.

JAPAN AND RUSSIA.

The N-C. Daily News says:--It comes from a well-informed source in Jupan that the five cruisers, Nisahin and Kosuga, now coming out from Genoa to reinforce the Japause fleet, vill bo delivered in Shanghai. They are said to be coming out as far as here under the British dag, though why. British rather than Argentine, that of tho government from which they have been purchased, is not stated.

Tho Shanghai Mercury in its issus of the 14th inst. understands that a squadron of the Japanese fleet has been seen cruising teor the Saddle Islands. Referring to this editorially the Mercury says Outside Wangung and near tho Saddles is a squadron of Japanese war- Versals and torpedo-boats,

Thoy may be merely out there for a crise, but they may be waiting for the final word to seiza a stray Russian war-remel or a steamer they know to be laden with munitions of war. But although the horizon looks dark, wo still hope and believe that Russia, as is her wout, will cave in at the very last moment.

The Yorus states that the Japanese Gover ment has decided to fleat war bonds to the amount of 100,000,000 yen bearing five per cent. interest, at the rate of 96 for every 100 yon. The bonds will be floated in Japan in the event of an outbreak of hostilities between Russis and Japan. The floating of the new bonds will be officially announced. In the meantime all preparations are being made for the issue of the
