3. The most urgent need of Tengyueh trade is an export product to give in return for Indian yarn, and cotton goods. This is especially neccesary just now, as the balance of trade is heavily against Tongyush; merchants whose capital is silver have to liquidate their debts in appreciated rupees.

9. Among the articles of import which I noted down in the course of my journey as likely to have an extended market in West Yunnan are blankets, cheap clocks and watches, mirrors, anamelled ironware, obeap ribbons and laces for Trimmings, pocket kaivos, padlocks, umbrellas, leather belte, the stouter eattons, such as American drille, cotton prints of a gaudy pattern, Turkey reds, cigareltes, jade, coral, and amber.

Among possible exports from Yunnan, ponies and mules, mask, hemp, straw braid, rhubarb, drags consumed by Chinese, wool and furs from Liobiang, bristles, silk from South-West Szachten, would seem to deserve attention. It must be remembered that up-country Chinese traders are fond of false-packing and other frands, and by no means comprehend the neces sity of goods being up to sample.

**20. I should be very sorry to offer any advice about mines in the part of Yunnan which my report deals with. Salt and copper are the mineral products of which I saw most, but they are both in the hands of official monopolists. Until botter informed, I reature to doubt whe- ther there are any minus in this part of Yannon which would pay for the cost of transporting foreign machinery and paying for foreign engineers. When the upper waters of the Irrawadi have been brought under control by Burma, it might be well to prospect there for nephrito (jade), which will always command a great market in Chita."

A TALE OF MASAMPO.

The Paris edition of the New York Herald on the 6th ult. published a letter from its correspondent ut Port Arthur, dated November 14, giving the alleged particulars of the Japan- ese expedition to Masampo early in October last, This authority racails the fact that some wooka ago the Japanese squadron censed quite a sensation by sailing into the bay of Masampo and apparently preparing to take possession of it. The original plan, as cxplained by the Herald's correspondeat, was that, the Japanese fleet, scorting a number of transport ships, should make a sudden descent on Masampo. Everything was to be carried out exactly as if the intention had been to seize that or some other Corean port. Care was taken to let u slight inkling of the affair recape, so this tho Russian authorities should frei convinced that their enemies were in earnest, he correspon- dent says that the plan was very nearly being successful, ar, if the Russian vice-admiral at Port Arthur bad received his orders six hours sarlier, he would have sunk the Japanese trung ports without Lexitation. These trursports appear to have had but a handful of men on boaril. Whatever the intention of the Japanese may have been, the construction put upon it by the Harald's informauf, which is possibly that of the Russian authorities at Port Arthur, is test the Japanese idos, was to prove that their squadron had been wantonly attached by Russia while engaged in mere naval mengenyres consisting of a trial transport of men to Corea. They would have been able to prove that there was only a small number of mon on the sunken transporte, and that consequently Eussia was in the wrong and was the real aggressor, The Japanese feel 023 could have worsted that of Russia and could
