The most fruitful source of contention he tween individuals is failure to comprehend each other's meaning. Bach error arises, more often than not, from different individuals attaching different meanings to the same word. And this being true of people employing their commoti language in domestic negotiation, how vastly greater is the danger of misunderstanding be tween people ignorant of each other's language! Interpretation and tramlation are not exact sciences. A political dispatel written in one language may be readered in another, so as to soften it, or make it appear more stringent, at the will of the interpreter; and tint, too, with- out any indefensible departure from the original.
