And this being true of people employing their commoti language in domestic negotiation, how vastly greater is the danger of misunderstanding be tween people ignorant of each other's language! Interpretation and tramlation are not exact sciences. A political dispatel written in one language may be readered in another, so as to soften it, or make it appear more stringent, at the will of the interpreter; and tint, too, with- out any indefensible departure from the original.
