HONGKONG JOTTINGS.

The peroration of His Excellency's apoech on the occasion of the laying of the foundation of the new Law Courts was a very happy one, and naturally evoked lond applause. The picture drawn by Sir Henry Blake of a reconstructed city of Victoria, with the dome of the Law Courts from its centro dominating all, was graphic and not difficult of realisation. When the building is created and the gardens in frout of it all laid out, the statum of King Edward and the Prince of Wales erected in position, that of the poor Duke of Connaught rescued from its unsavoury environment, and all the great blocks on the Reclamation up to the Mutual Stores completed, the centre of the city will be really imposing.

The explanation of the Director of Public Works notwithstanding." I fail to see why the Law Courts should not have boom built years ago. They could well have been' commenced at same time as the Hongkong Club, and should long ago have been completed. Even now, at this late date, there is no reasop, except perhaps red tape, why the building should not be completed in two years from date. The : foundations ard in, and the catting and dressing of the granite nead not delay the work if only a suflient number of men are put on the job. Of course, if the Guilds are to be permitted to continue to limit the supply of labor in order to keep up the rate of wages, we must perforce wait their pleasure. This is virtually what wo have been doing for yoors, and must continuo to do until a new bend stillons the backbone of the administration

CHAMPIONSHIP CLASS. The four championship yachta contested their second race on Saturday afternoon, commencing at lialf-past one.

An eleven-milo corso from a line off Polico Pier, Kowloon, to Kowloon Rocks, Channel Rocks and Meyer's East Baoy, twice around, and thon home, was the truck.

The weather was flue, and a fight but steady wind came from the east. A cloudless sky added cheerfuluces to the souno; altogoller the day was ideal for yachting.

It was (of course) about noon when the match between the Club and the Garrison commenced on the Cricket Ground. Tho Garrison went in to bal Grat, Chichester having won the toss; Smith and Heath faved the bowling of Lowe and Bercombo Smith. The first three overs produced four runs, but in Sercombe Smith's recond over Heath let ont and made 10, Smith imitated his example off Lowe's bowling, but Heath was then dismissed at the other end, the score being 26. Three runs later Boyd, who followed in, was caught off Lowe. On Radcliffe's arrival a small stand was made, and the score brought to 45 before Smith left, caught off bin namesaka's bowling for an neefal 20 Chichester stopped till 61, and Radcliffe and Daries played on up to the tifla lnterval, when the score was 77 for four wickets. On resumption Davies was quickly out, making 84 for 5, and then followed the Garrison's biggest stand, causing frequent changes of bowlers, and adding 46. raus, of which Helgeon muude 20 in only five bits. This match, played on the Happy Valley ground on Saturday, resulted in a win for the Hongkong F.C. by three goals to one.

Hongkong won the toes, and thereby, secured material advantage, satting their opponents to play against a strong genre from the sun.
