On February 27 the Russian chargé d'affaires salzod on this reply, and in an important despatch, in which he quoted its terms and extended its si rnifiention, he ex

pressed the satisfaction of his Government at the Coreas assurance that this railway would always remain in the hands of Corea and would never be transferred, either wholly or partly, to any foreign Power or the subjects thorsof. recently examined by M. Poliszofsky, the Russian Vice-Consul.

The negotiations for the opening of Whja Lo foreign trade have been suspended. M. Pavloff strongly opposed it, giving three reasons, but naturally suppresing the unin reason. The first way that the Manchurian question was stil! unsattled; the second that the opening of the port would simply mesin the creation of annther Japanese settlement; and the third that its opening on the Corean side of the Yala wouk! invalve the opening of a corresponding port on tho Manchagian sido of the river. In his last despatch the Japanese Minister insisted that if Corea persisted in her refusal to open this necessary trade-mart Jupan would regard it as already oponed.

The domestic concerns of the country are fairly prosperous, the Customs révenue is satisfactory, and the harvest is promising. The reports of a groat inflar of Japanese are incorrect, the best authority giving the total number of Japanase in the peninsula as less than 40,000. Japsu retains and increases her position of commercial predominance as regards shipping. In 1902 out of a total of 1,250,000 tons the Japanese claimed 950,000. The lighthouse installation, described as the most comprehion | sive ever undortakon as a distinct and uniform operation, is in active progress. The funds are provided by the Maritime Customs under the experienced eontrol of Mr. McLeavy Brown."
