There are quarters very high quarters in which the possibility of a Russian attack on India through China has for a long time past been recognised, and to a certain extent provided against-at any rate, so far as tho collection and compilation of the right kind of military intelligence is concerned. But as loug as Russia's only footing in the Far East was comprised in Vladivostook, which for months in the year was useles na a naval base of setivo operations, India would possess its soul in patience. Now all that has changed, and there is no sense in blinking the fact that Russia's presence at Port Arthur la not only o menace to our commercial supremacy in China, but a fact which India must take seriously into af her system account in

arranging sulf-defence.
