The coal coolie who is sharged with the ans klanghter of another on the Norwegian steamer Tyr daring a trip to Canton on the 28th ult, was brought up ou remand and the case against him prounded with Chief Detective Inspector Hanson conducted the prascention, and on the instructions of Mr. F. B. L. Bowley, Crown Solicitor, proferred an additional charge against the necused-ne of assault with intent to do grievous bodily harm.

The works in progress, or completed, daring 1002, were the following:-
Sicknees was somewhat prevalent among the staff, ono surveyor and two Indian coolies dying during the course of the year and aix Indian coolies being invalidod back to India. During 1962 the demarcation of the whole of Two surveyors were discharged on account of the Now Territory, with the exception of (1) the | incompetence, constwise trips from Tai Lan Chong to Tenn Was, and (2) Lamma Island, was completed. Branch offices for taking claims were opened at Ping Shau (April 1st to October 18th), and at 8 i Kung (July 7th to October 25th), on the mainland; and of Mui Wo, Pai O, Ting Chung and Tai O, in Lan Tao Island. Cr the complaint of Mr. D. Clark,storekeeper Lane & Crawford's, the head cook and one assistant cook employed in the mess there were charged with stealing provisions. The com- plainant stopped the second defendant on Friday as he was leaving the promises with a basket containing the stolen goods, and asked a few pertinent questions, in answer to which the man made a statement implicating the frat defendant, who, with the other, was arrested and charged with larceny.

The Full Court had 120 sittings during the year, while the President (Mr. Gomportz) helû 129 Single Court sittings in the Land Court and board 19 cases under the Reut Recovery Ordinance, 14 of 1902. Rent rolls were made out for survey districte 1, 2, 3, 4, 5, 9, and for the districts of Tang Chung and Mul Wo in Lan Tao Island.
The reat roll for the rest of the Territory is being pushed on and will be complete before the end of 1900.

REGULATIONS.
The following regulations for the maintenance of good order and the preservation of property

The demarcation of the areas surveyed during 1900 was completed by the 10 surveyori mentioned in last year's roport, who are included in the cadastral stafi enumerated abore. They dedit with 13,416,84 seres, which included 97,3 dekls, constituting 32,824 boldings.

POLICE.
I attach a tahto showing the distribution of police in the New Territory in 1902.
There wore 14 Europeans, 96 Indians and 41 Chinese, with 10 boatmen, stationed in the New Forritory on land, and 6 Europeans, 35 Chinese doing duty in launches.
There was very satisfactory decrease in serious crime as compared with 1901. the figures for the Inst four years boing us follows:-

42 32 15 17 Police were employed, in addition to their or- dinary police duties, in collecting Crown rent, and the water police have licensed boats and received the fees. on behalf of the Harbour Mauter.
The new stations at Shoung Shui sud Tai O wore occupied on the 10th May and 3rd November respectively.
The Chinese force stationed on the border kas continued active, and it is to a great extent due to its presence that there have been fewer incursions of robbers from over the northern boundary. Increasing appreciation of the pre- seace of the police is shown in the readiness with which reports of all sorts are made to them, although at times clan combinations and fear of revenge still make it difficult to elicit ovidouce.
CRIMINAL. STATISTIES.

Camphor Trees--Exporiments ware made in sowing camphor seeds in pots and planting the young trees out in the middle of the anmer when about five months old in order to and a cheaper way of rearing this particular tree than has been practised hitherto. The seeds ger minated and the trees were 6in, in height when they wore planted, some in prepared trenches and some in pits, but thoy have made very little progress since and do not give much promise of success. That camphor trees will grow in the New Territory when placed under suitable conditions is proved by the fiue specimens at Ho Sheung Heung. This is attributed, to a greal extent, to the prophylactio administration of quinine. The people seem to be more prosperous than they wore in a small way; a number of new houses are going up of a better class than the existing ones; there are a few new shops; a few new tea-honses show increased trafic, especially on the cattle routes; the cultivation of pine- apples is Lof iceably extending; and in spite of the fact that paddy is now at $3.00 a picul, there is no real distress as far as can be seen. But with the exception of the Un Loong Fowder Factory. and a few establishments in Taiwan, there is no now undertaking of any size, unless the increased activity of the brick-kilos can be so designated,
