Perhaps it was not their fault. The Government of India are not an autocratic entity. They have other autocrats over them. Anyhow all the capital brought to this country by the planters before the Currency Act of 1893 was at an exchange of over 181. When any one intends to transfer his capital to another country for investment in land, he makes a close, ciremmstantial and rerrospective calculation for a fair return for his risk.
