Sir Walter Parratt, the Master of the King's Music, is said to be a most export chess player. In the World recently there was a story told of him which exemplifies this fact as well as demonstrates his marvellous musical memory. While on a visit to Sir Frederick Ouseley at Tenbury, Sir Walter was invited to join a party of some sight or ten students of S. Michael's College who were spending the evening at the lodgings of one of them, when musio and chess were among the diversions provided. Bir Walter was challenged to pit himself in a game of chess against two of this company playing in consultation, while he remained at the piano and played from memory He coepted. Then despite every possible distraction, he continued to play from the works of Bach, Mozart, Beethoven, Chopin, &c., and actually won the game of chess without once seeing the board!

THE POWERS AND TIENTSIN.

From Peking, Dr. Morrison · cabled the following message to the Times on 16th alt, :— The Mix Ministers represented on the Tienen foreign Government have not yet erbmitted to their colleagues nor to the Chinese the conditions apon which they will consent to restore to the Chiness Tientsin city. Our attitude on the question sees difficult to defeat. and deserves reconsideration.

On Beptember 7, 1901, the final protocol was signed with Chins. By this England and the other Pawers formally agreed that, China having. complied to their satisfaction with the conditions laid down by them, all the international troops would, with the exception of certain localities the occupation of which by foreign troops was permitted in order to ensure communication between Peking and the ses, withdraw from Chialf province by September 22. To-day, nine worths later, we admit that the chief city of North China, the city which is the seat.of government, a city larger than Liverpool, and an extensive area including the most thickly. peopled portion of the metropolitan province, are still in foreign possession,

Bond

During February March the British Minister repeatedly informed the Chinese that we would agree to restore fientain city on May

provided that the other Powers sequiesced. On April 12 the six allied commanders, under at the question from, a purely military point the presidency of the British general, looking of view, ananimonsly decided not to restore the city until four weeks after China had agrevl to a whole set of Lew conditions. These roD ditions, with some unimportant modifications, have been accepted by the British end, the five other Ministers, including the Japanes Minister, who is reasonably supposed to have been influenced in his decision by kie British colleague. One of these conditious is that po Chinese troops shall be permitted wi bin 30 kilo-- metres of Tientsin city, though foreign troops shall pass freely over this area. At a meeting of the Ministers the British Minister pro- teated against the injustice of this condition, but voted for it because his colleagues did. Avother stipulates that within this area, cover ing more than a thousand square miles and con- timing a population numbered by milions, with a large boat population and much river piracy, the Viceroy is forbidden to employ more than 500 police and a personal bodyguard of 300 soldiers. With this inadequate force he is expected to maintain order to the satisfaction of the foreign Fowers.

Among the conditions one clause, no doubt unistentionally, may mislead the home Govern within this ares shall not be increased ment-namely, that the Chinese garrisons 1.

beyond the strength maintained on April 1902. But this is an unreal cono.asion, ins. much as at that date there were no Chinee garrisons within the area nor any Chinese soldiers. Unfortunately, the blame for action that seems inconsistent with her protestations falls somewhat heavily upon England, whose Reneral, as senior general, is held chiefly whose Minister, while expressing both to bla responsible for devising the new conditions, and colleagues and to the Chiness his disapproval of tiem., yet voted for them because, premimably we net never not independently in Chios, Germany and other Powers. must subordinate our interests to the winkes of
