Belong as the social position of soldiers remains what it is we shall never got an army of the best, and may bo vary thankful if we escape having an army of the worst. When a non-commissioned officer of good character tells me that he is taking his discharge from the army I often ask him why he does so, and he nearly always answere, "Because civilians despise os, und do not ears to walk with us in uniform If a high class of meu were induced to join the army by being allowed to live out of barracks the uniform would be more respected. For the game reason offcars and warrant officers should be obliged to always wear uniform oxcept when playing games, heating, or doing something of this kind. As it is, the higher non-commis sioned offers think that it is a great privilege to be allowed to dress in muiti, and they get into badly-tting, vulgar-looking clothes.
