INTRODUCTORY AND EXPLANATORY.
THE NATURE OF THE TASK.
I have been asked to write a series of articles dealing with the War Offee and the Army Everybody admits that at the present time both these subjects are interesting, and that it is of the highest importance the public should study the composition and mothods of the War Ofice, with a view to improving the efficiency of the Army. It is not, however, easy to put dull things in an interesting way, and no doubt some of the questions which must be discussed if the relations of the War Office to the army are to he properly understood, are dull Accounts of the behaviour of regimente in the fold, of the bravery and endurance of the soldiers of failure or success in war time, these are themes which invariably prore attractive, but it requires a little resolution to leave the stern excitement of the campaign for the seclusion of a Gotora ment offee, or the humdrum training of the harrack square, of the camp in pesos time. But as this task me to be undertaken, I shall do my best to state the case as clearly and simply a possible, so that those who have porer given any previces attention to military matters may nevertheless be able to follow every word of the argument, and to understand the lustrations which are given, and the conclusions which are arrived at.
