The following telegrama nte from the Betts, Mr. and Mrs. J. Cook, and 2'shildren,”

American (Manila)

TUE PACIFIC CABLE,

Washington, 19th November. The plates of the admatuistration vers at further imposed today by Chu sending of instruc. tions to the American peźce commissioners anw sitting ut l'aris to acquire one of the Ca- line Islands by porchino from Spain, the price to he arranged by the commissionera but it is stipulated if rousť not be axarbilant.

The government gives as a reason for seguir ing one of the Curolie groups of islands that the purebase will be ele na intermedinte cable station for the Pacific cable which will be Inid in the near future.

The tormisal points of the cable will be Hongkong, in the eastern hemisphore, anduither Sou Frieco or San Diego in the western hemisphore. This route for the proposed cable, as at prosant outline, will be from Hougkung to the northiaru part of tbs Philippine Telaude, ace to pse of the islande in the northern Caroline group, thence to the Hawaiian Islande nud theuc. to the United States,

This selion by the American government is taken as a "stra" which points to the insritable retention of the Philippine Islands by the United States and the further deter mination to be in riose touch with the Asiatic quadron of the Anctionn feet and the now possessiousin the Facilio. Should Spain decline to roll one of the Carolino Islands at a reason. able price, the government will still base the Ladrons group, one of which might be used as a cable station.

THE DISPOSITION OF THE PRILIPPINES,

Washington, 17th Novembar, It is staturi bere upon sozzi-officist' authority that the action of Spain in receding frots her fortuor position in regard to the Philippines will probably result to her advantage.

Plans had been mucio by President Makintoy and the wires bad carried all the necessary orders to American counters of the army and uaral forces to immediately seize the entire Philippine group in the rent of a rapture in the peace negotiations at Paris..

Paris, 18th November. The bone of contention-c., the Philippine Islanti bat has been aning the Spanish side of the prace commission so much worry, has not yet bien finally disposed of althongh the American enmaitioners have notifed the Spandirde that the moly question left open stað the muner of surrendering be islands.

The representatives of the Spanish govora meny nov propose to submit to a board of urbi. tration for interpretation that clause of the protocol referring to the Philippine Islands.

The Aurican representativas, acting under instructions from Washington, decline to entor tain any inch proposition as that suggested by the other side.

Washington, 21st November.

A cablegram was recivod at the office of the Secretary of State to-day from Chairman Day, of the Amerisen Spanish pence commission, Low in session at Paris, nking definite instruc tions regarding the latest Spanish proposals in connection with the Philipping problem.

A wply has been cabled him by Soletary Hay stating in positive language, that the Vital States denfined to notertain the propo. sals of Spain to anheit the Philippino question to arbitrulic ad that the policy of the Washington government with regard to the Philippine Iskuls would not, is any repast, be mcdified.

Tho Sarotary reiterated that the only ques stan left open was the matter of surrendering the islands to the Waited States. The Chairman was directed to lasten a peody conclusion of the discussion apon this matter.

Paris, 23rd November.

It is stated that the Spanish peace commis Rioners har nude still another proposition to the American representatives.

It is nothing more nor less than a proposition En ll the isonds to the United States for. $20,000,000.

They further propose a mutual enunciation of all claims for indemnity for damage done by either side in Cuba.

According to the pluns, as now ontbard, it is dochra that the policy of the United States will be to maintain opau perts in the Philippine Islands.

The same authority states that the Washing ton Governmout favourably inclined toward the proposition and will undoubtedly settle the way upon the basis proposed

It is beloved that the English and America bond buyers, who bought up a quantity of Spanish Cuban bonds during the war at a very low us, are behind the scheme in tho ez- peotation that if the deal geas through Uny wil secure a dividend.

GENERAL MERRITT ON THE PHILIPPINES,

London, 18th November. Major General Wesley Morrist arrived in this city from Paris last ovoning.

In an interview with a presentative of the Associated Press he stated that it was impossible to establish na American government for the Philippine Islands.

While the Goaaral could not any positively what system would be adopted for the govern- ment of these nor possessions, he expressed the opinion that a form of colonial government símilar to that in ass among the British colonius would be adopted by the Tinited States

· Gomerni Merrill is accompanied by his wife, and us both are enjoying sxcallont hesith it in believed they will spent some weeks touring England and Scotland, unless he should scomer bs crdered home by his government count
