After the peaceful termination of the revolt of March, 1870, which scoured to the sepoys adrantages and concessions which they could scarcely have dreamed of, nobody throughout the breadth of the land leaked for another ro. bellion to succeed it. Peace and tranquility uvury where reigned; the manca of the people, ware engaged, as usual, in their respetive og cupations, the Government considered them-- selves perfectly secure in the protection and fidality of their army-when whisperings and suppressed intermurings were beard bere and there, to the prejudice of the mopposed pro- tectors of the lives and properties of the public. About the 18th or 19th, the sergeants above- mentioned were imprisoned, and on the Blat the Revolt openly coctrred, to the consternation of the public. By about midnight of the latter day, the sepoya composing the 3rd battalion of infantry, stationed at Bicholim (the eare that were the first to rebel in March 1670), mised & great about of royalt, fasued in, a body pal of their barraoke, ant signalized the comheace, xent of their villany by imprisoning their own commandast, who had ever treated the un- grateful wretches with uniform kindnang and solicitude. Early the following morning they pro ceeded towarda Old Gos and encamped there (situated at a distance of two miles from the capital): here they waited the arrival of the 2nd battalion, stationed at Pondy, and the Zet of Margao, which also revolted on the 3rd wod 24th respectively, in conformity, of couren, with pre-concerted arrangements. The following is description of the present condition of the capital of Portaguese India. The Governor-General bas issued a vigorous proclamation addressed to the inhabitants of Portagnese India, which has been much sp plauded, in which bo states bie viowa regarding the present rebellion. The determined and only tone pervading the proclamation, and the nuble sentiments it contaion, will be read with much interest; I enclose a translation.
