More equipment approved to help phase out CFC

The Environmental Protection Department took a further step to protect the Ozone Layer by approving a new list of equipment for the recovering and recycling of Chlorofluorocarbon (CFC)-based refrigerants.

The newly approved list, published in the Gazette today (Friday), is made under the Ozone Layer Protection (Controlled Refrigerants) Regulation which took effect on January 1, 1994. It consists of 14 recover/recycle units in addition to the 61 existing approved equipment.

Principal Environmental Protection Officer of the department, Mr Franklin Chung, said: "Under the regulation, owners of air-conditioning or refrigeration plant containing more than 50 kilograms of CFC refrigerants and people who carry out servicing of motor vehicle air conditioners are required to recover the CFC by approved equipment and to keep records of the quantity of newly added CFC.

"They should also operate the equipment in accordance with the instructions issued by the manufacturer of that equipment."

Mr Chung said: "Any person who allows any controlled refrigerant in refrigeration plant or motor vehicle air-conditioners to escape into the atmosphere commits an offence and is liable to a fine of $100,000."

People wishing to have their recovering/recycling equipment approved may apply in writing, giving detailed specifications of the equipment, to the department's Air Management Group, 33rd floor, Revenue Tower, 5 Gloucester Road, Wan Chai, Hong Kong.
