Mr Horace Raymond KNIGHT, MBE, JP

Mr Knight joined the Labour Department in 1969 and became Director of Technical Education and Industrial Training in 1988. this post he also serves as the Executive Director of the Vocational Training Council. Mr Knight's career has been closely associated with the development of manpower training in Hong Kong. He was responsible for setting up the Clothing Industrial Training Authority and the Construction Industrial Training Authority in 1975 and the Vocational Training Council in 1982.

Mr Peter LOK Kung-nam

Mr Lok entered the Civil Aviation Department as an Air Traffic Control Assistant in 1956. He became Director of Civil Aviation in 1990. Mr Lok has been associated with a period of growth in civil aviation which has seen Kai Tak become the world's sixth busiest passenger airport and the fourth busiest for freight.. He has been deeply involved in the planning for Hong Kong's new airport.

Mr MIAO Chi, JP

Mr Miao joined the Hong Kong Government as an assistant electrical engineer in 1963. He has been Director of Electrical and Mechanical Services for two years. Mr Miao is а very experienced engineer and manager and has been responsible for a number of innovative changes in his department. He is scheduled to retire from Government service in 1992.

Mr CHEUNG Kuen

Mr Cheung has a long record

long record of community service in the New Territories. He has been involved in the New Territories Chamber of Commerce, the Scout Association, the St John's Ambulance Brigade and the North District Fight Crime Committee. Mr Cheung has been a member of the North District Board since 1981.
