(23) The OLI should be governed by a Council, comprising representatives from the participating institutions, lay members and overseas academics, an academic board and an executive body of administrative staff headed by a chief executive.

(28) The OLI should have a major administrative centre, with
adequate study rooms, libraries and laboratories.
