and the obligation to share plans with the OLI before starting any independent initiatives which might compete with the OLI's programme,
(19) Subject to guideline (18) above, the UPGC-funded institutions should be entitled to formal membership of the OLI, without a commitment to а specific level of active participation at the operational level.
(20) The OLI's governing legislation should allow both ad personam and ex officio representatives of institutions not within the remit of the UPGC to sit on the OLI's Council.
(21) The PC should consider a suitable role for the voluntary agencies in the operation of the OLI, particularly in the provision of foundation courses.
(22) The OLI should have the functions and responsibilities
set out in paragraph VIII.5.44 of ECR 2.1
