Mr Graham John OSBORNE, JP
Mr Osborne was first appointed in 1958 as a Mechanical
Engineer in the Electrical and Mechanical Office of the Public
Works Department. He is now the Director of Electrical and
Mechanical Services.
Mr Maurice Derek SARGANT, JP
Mr Sargant joined the Hong Kong Civil Service as an
Executive Officer in 1950. He has been head of the Office
of the Unofficial Members of the Executive and Legislative
Councils since December 1978.

Mr CHENG Yang-ping
Mr Cheng joined the Hong Kong Civil Service as Chief
He was Interpreter (Simultaneous Interpretation) in 1972. interpreter for the Governor and the Political Adviser in the Sino-British talks throughout their course.
Mr CHEUNG Man-sang
Mr Cheung joined the Government service in 1948 and
served with the Health Inspectorate of the Urban Services
Department for 35 years. He retired in June, 1984.
Reverend Stephen Butler EDMONDS
The Rev. Stephen Edmonds, an American citizen became a voluntary Prison Visitor in 1951. In 1969 he was appointed part-time Chaplain to Stanley and Cape Collinson Training Centres. In 1974 he was the first person to be appointed to the post of full-time Prisons Chaplain.
