Queen's Birthday Honours List 1984.

Mr Lewis Mervyn DAVIES, CMG, OBE, JP

Mr Davies came to Hong Kong in November 1973 after a distinguished career in the Colonial Service in West Africa, the Western Pacific, and the Caribbean. He assumed the post of Secretary for Security which he then held continuously until late 1982. Mr Davies' tenure of the post of Secretary for Security was marked by outstanding qualities at times of considerable difficulty for HK when the territory had to confront, among many other problems, successive and large waves of refugees and illegal immigrants. In late 1982, Mr Davies became the Secretary for General Duties, with specific responsibility for assisting H.E. the Governor in matters relating to negotiations on HK's future.

Mr Hilton CHEONG Leen, OBE, JP

Mr Cheong-leen was first elected tà Urban Council

LegCo in 1973. He left

in 1957 and was appointed to

LegCo in 1979 but his public service did not stop there as he continued to be an elected member of the Urban Council and subsequently became its Vice-chairman, He was elected Chairman of the Urban Council in 1981.
