TO CONTROL USE OF THE CROSS HARBOUR TUNNEL THE TOLL CHARGE WOULD RISE TO $20, BUT THE REPORT POINTED OUT THAT THIS WAS A SMALL INCREASE IN REAL TERMS FROM 1972 WHEN THE TUNNEL FIRST OPENED.
AS FOR THE MASS TRANSIT RAILWAY, THE REPORT SAYS UNDER THE +AIRPORT RETAINED+ STRATEGY ADDITIONS WOULD INCLUDE AN EXTENSION OF THE MODIFIED INITIAL SYSTEM EASTWARDS TO JUNK BAY- AND EXTENSION OF THE ISLAND LINE WESTWARDS TO GREEN ISLAND- A NEW LINE, THE KOWLOON LINE, FROM TSZ WAN SHAN TO THE VICINITY OF A STRATEGIC PARK IN THE WEST KOWLOON RECLAMATION WHERE IT WOULD LINK WITH A SECOND TSUEN WAN LINE (THIS WOULD CONNECT TSUEN WAN WITH THE KOWLOON LINE AT HO MAN TIN); AND A NEW LINE FROM SHA TIN TO ABERDEEN VIA SHEUNG WAN.
THERE WOULD BE A TOTAL 42 KILOMETRES OF NEW LINE WITHIN THE STUDY AREA AND 32 NEW STATIONS, WITH 12 STATIONS PROVIDING INTERCHANGE FACILITIES.
THE SYSTEM WOULD BE INTEGRATED WITH THE KOWLOON CANTON RAILWAY AT HO MAN TIN, KWUN TONG AND HUNG HOM.
BUSES AND OTHER ROAD-BASED FORMS OF PUBLIC TRANSPORT WOULD ALSO PLAY AN IMPORTANT ROLE IN MEETING THE 2001 TRAVEL
DEMAND DESPITE THE EMPHASIS ON OFF-ROAD PUBLIC TRANSPORT. BUSES WOULD CARRY 25 PER CENT MORE PASSENGERS THAN AT PRESENT, BUT TRAMS HAD NO STRATEGIC PLANNING FUNCTION AND THEIR RETENTION AS PART OF TRANSPORT FACILITIES IN THE CENTRAL AREA SHOULD NOT BE JUDGED ON THAT BASIS, THE REPORT STATES.

THE GREEN ISLAND RECLAMATION WOULD ACCOMMODATE THE SAME LEVEL OF POPULATION AS IN THE AIRPORT RETAINED+ STRATEGY APPROXIMATELY 280 000 PEOPLE AND THE RECLAMATION AT WEST KOWLOON HAS A DESIGN POPULATION OF ABOUT 235 000.
THE EMPLOYMENT PATTERN IN BOTH +RETAINED+ AND +RELOCATED+ STRATEGIES IS APPROXIMATELY THE SAME - A DECLINE IN THE PERCENTAGE OF WORKERS EMPLOYED IN MANUFACTURING AND AN INCREASE IN OFFICE EMPLOYMENT - BUT THERE WOULD BE 100 000 LESS WORKERS
IN THE STUDY AREA IF THE AIRPORT IS RELOCATED.
IN THE +RELOCATED+ STRATEGY, THE WEST KOWLOON RECLAMATION WOULD BE TAKEN UP LARGELY BY CONTAINER PORT EXTENSIONS. AS WITH THE +RETAINED STRATEGY THERE WOULD ALSO BE RECLAMATION AT THE EASTERN PART OF TSING YI ISLAND TO EXPAND THE CONTAINER PORT, BUT STONECUTTERS ISLAND, WHICH WOULD BE ABSORBED IN THE +RETAINED STRATEGY, WOULD REMAIN LARGELY AS IT IS, ALTHOUGH THERE WOULD BE SOME RECLAMATION FOR A SEWAGE WORKS. THE MAIN FUNCTION OF THE ISLAND WOULD BE AS A STRATEGIC PARK.
