DEVELOPMENT OF THE PORT UNDER THE STRATEGIES INCLUDES A MAJOR EXTENSION TO THE CONTAINER PORT, OVER AND ABOVE THOSE ALREADY BEING CONSIDERED FOR TERMINAL 6, TO MEET INCREASED CONTAINERISED TRADE.
UNDER THE +AIRPORT RETAINED+ STRATEGY, FIVE EXTRA BERTHS ARE PROPOSED NEXT TO TERMINAL 6 AND A FURTHER THREE ON RECLAIMED LAND ON EAST TSING YI ISLAND.
TO DEAL WITH TRAFFIC CONGESTION IN THE IMMEDIATE VICINITY OF THE CONTAINER PORT CONTAINER FREIGHT STATION FACILITIES ARE PROPOSED AT CHEUNG SHA WAN, CHAI WAN AND KOWLOON BAY.

THERE IS ALSO PROVISION FOR A RAIL LINK INTO THE CONTAINER
LARGE-SCALE RECLAMATION AT WEST KOWLOON UNDER THE +AIRPORT RETAINED+ STRATEGY WILL RESULT IN A LOSS OF 25 HARBOUR MOORINGS 12 OF WHICH ARE USED FOR CARGO HANDLING PURPOSES.
THE STRATEGY MAKES PROVISION FOR THE NUMBER OF MOORING BUOYS TO BE INCREASED FROM 72 IN 1981 TO 121 IN 2001 AND AS A RESULT OF THE MOVE WESTWARDS OF THE HARBOUR BECAUSE OF THE WEST KOWLOON RECLAMATION 63 NEW MOORINGS COULD BE PROVIDED BY CONSTRUCTING A BREAKWATER LINKING PENG CHAU AND KAU YI CHAU,
LARGE SCALE PUBLIC CARGO WORKING AREAS ARE PROPOSED TO DEAL WITH AN ANTICIPATED INCREASE IN CARGO HANDLED FROM FIVE MILLION TONNES IN 1981 TO OVER 18 MILLION TONNES IN 2001. Two OF THESE AREAS WOULD BE CONSTRUCTED ON THE WEST KOWLOON RECLAMATION. THE HEAVILY UTILISED PUBLIC CARGO WORKING AREA AT WAN CHAI WOULD BE RETAINED.
THE MAJOR RECLAMATIONS WOULD BE WEST KOWLOON (ABSORBING STONECUTTERS ISLAND) AND GREEN ISLAND, WHICH WOULD BE JOINED TO HONG KONG ISLAND.
LIKELY FUTURE DEMAND FOR LAND WAS ABOUT 1 200 HECTARES OF WHICH 56 PER CENT WOULD BE USED FOR HOUSING, 17 PER CENT FOR THE PORT, 20 PER CENT FOR FACILITIES AND THE REMAINING SEVEN PER CENT FOR OTHER PURPOSES.
THE ROAD NETWORK FOR THE +AIRPORT RETAINED+ STRATEGY INVOLVES CONSTRUCTING 149 KILOMETRES OF NEW ROADS, OF WHICH 56 KILOMETRES WOULD BE TRUNK ROADS. THERE IS HOWEVER, THE REPORT STATES, A SHORTFALL IN ROAD CAPACITY EVEN BEFORE 1991 AND IT IS ASSUMED THAT TO MEET THIS THERE WILL BE BY THIS DATE :

IMPROVEMENTS PUT IN HAND TO INCREASE THE CAPACITY OF THE CROSS HARBOUR TUNNEL BY AN ADDITIONAL FOUR LANES;
A DUPLICATION OF KWAI CHUNG ROAD FROM TSUEN WAN BYPASS TO CONNECT WITH WEST KOWLOON WAY AT LAI CHI KOK; AND CONSTRUCTION OF TATE'S CAIRN TUNNEL TO PROVIDE A CONNECTION FROM SHA TIN INTO EAST KOWLOON.
