The Hon. CHEN Shou-lum, OBE, JP
Mr Chen has been an Unofficial Member of the Legislative Council since 1976 and is now a member of Executive Council. He was Chairman of the Hong Kong Productivity Council from 1977 to 1981 during which time the work of the Council and its subordinate Centre changed in scope, sophistication and content, thereby making the Centre into the leading infrastructural support organi- sation for manufacturing industry in Hong Kong.
Mr Gordon Menzies MACWHINNIE, OBE, JP
Mr Macwhinnie has made an important contribution to public life by his membership of the following bodies: the Standing Commission on Civil Service Salaries and Conditions of Service, the Hong Kong Polytechnic Council, the Securities Commission, the Board of the Mass Transit Railway Corporation, the Board of Governors of the Hong Kong Arts Centre, the Deposit-Taking Companies Advisory Committee and the Corruption Prevention and Operations Review Committees of the ICAC.
Mr Peter Barry WILLIAMS, OBE

Mr Williams joined the Hong Kong Government as Cadet Officer in 1953 and finally retired from the Service
He returned to Hong in the post of Commissioner of Labour. Kong in mid 1979 to become the first Secretary General to the Standing Commission on Civil Service Salaries and Conditions of Service, and in October 1980 assumed the post of Commissioner Against Corruption.
