and a variety of major recreational activities for young people with the ultimate aim of fostering better police public relations. The scheme has recently grown to a membership of 250,000 young persons. Mr. Ng has contributed significantly in the field of police community relations.
Mr. Cecil Alfred John SHEPPARD, MBE
Mr. Sheppard came to the Force in 1976 after an
outstanding career in the Buchuanaland (now Botswana) Police, in which he rose to the rank of Assistant Commissioner in charge of Special Branch. He quickly settled down here, proving himself a most effective Divisional Superintendent of the important Airport Division, followed by that of the large and busy Wanchai Division. He was promoted to Chief Superintendent to command the Complaints and Discipline Wing. This is a sensitive appointment, the Complaints Against Police Office in particular being very much in the public eye. Mr. Sheppard has to work very closely with the Unofficial Members of the Executive and Legislative Council Group dealing with complaints against the Police, with the Independent Commission Against Corruption, other Government agencies, and the press. He has shown himself to be an officer of integrity and tact, and a cordial and frank relationship has been established between him and his Wing with all these outside agencies and organisations.
Mr. SO Lai-yin
Mr. So was appointed Chief Staff Officer, Administration, New Territories in 1979. He has been, and continues to be, involved in negotiations with the Chinese authorities on land border matters. In this field his intelligence, clarity of thought and relaxed manner have greatly contributed to the easement and solution of problems. His work in his various assignments, and particularly in his present efforts in negotiations with the Chinese authorities, has been outstanding.
