Mr. Stanley Arthur BARDEN
Mr. Barden joined the Singapore Public Works Department in 1951 and in 1959 moved to the Hong Kong Public Works Department as an Engineer. In 1964, he set up the organisation for carrying out Hong Kong's first passenger transport study. He established the Traffic and Transport Survey Division of the Highways Office in 1968 and initiated the Comprehensive Transportation Study of Hong Kong which formed the basis of its transport plans for the future. In 1973 he became deputy head of the Mass Transit Office of PWD responsible for the planning and co-ordination of the civil engineering aspects of the Mass Transit Railway. He took a leading part in the negotiations with international consortia and in the multi-contract arrangements ultimately adopted for the project. He became head of the Highways Office in 1977 and
Project Manager for Tuen Mun New Town in 1978.
Mr. Kenneth EVANS
Mr. Evans first joined the Executive grade in 1948. He has risen through six ranks in the Executive grade and is
now one of its two most senior officers. In the best traditions
of the Executive grade, he has performed a wide variety of duties in seven different Government departments. In particular,
he was Departmental Secretary of the New Territories Administration
for 12 years from 1963 to 1975 at a time when the population, and consequently the needs, of the New Territories Administration were increasing rapidly. He is now Principal Executive Officer
(Administration) of the Housing Department where he has special
responsibility for staff relations and management covering about
8,000 staff.
Mr. Stanley Charles PASCOE
Mr. Pascoe first joined the Executive Grade in 1947.
He has risen through six ranks in the Executive Grade and is
now one of its two most senior officers. His all-round abilities
have been used in no less than 11 departments in his career to date
In recent years he has specialised in Departmental Secretary
duties and he is now in the Medical and Health Department which employs about 18,000 staff and where effective management, both
of staff and services, is essential.
