Mr. CHENG Kam-cheng
Mr. Cheng began his Government service in 1953 as an
Assistant Community Development Officer. He was promoted to Community Development Officer in 1957 and to Liaison Officer Class I in 1959. He was regraded an Executive Officer Class I
in 1972. Throughout his service in the Government, Mr. Cheng
has shown himself to be an officer with considerable liaison
skill, particularly successful in handling people. He was
instrumental in the smooth inception and implementation of the
City District Officer scheme in 1969 and his knowledge and
experience make him useful in the promotion of community relations and in guiding younger officers.
Mr. CHIANG Hon-ying
Mr. Chiang joined the Government in 1954 when he was
employed by the Education Department as a Labourer. In 1962 he became a Workshop Attendant in the same department and in
1968 he transferred to his present post of Trade Instructor in
the Social Welfare Department. Since that time he has worked
in the World Rehabilitation Fund Day Centre teaching woodwork to deaf and mentally retarded trainees and organising activities for them. In that capacity he has developed a praiseworthy rapport with his pupils.
Mr. FONG Wai
Mr. Fong joined as a Prison Warder in 1952 and became a Workshop Instructor in 1971. He played a large part in setting up the fibreglass workshop in Stanley Prison. He has contributed greatly to fibreglass being established as a successful trade in prison industries. He was awarded the Colonial Prison Service Medal in 1970 and the First Clasp to the Medal in 1977.
