Branch, Traffic Division, Hong Kong Island, Personal Staff

Officer to the Commissioner, and command of Western Division,

and throughout he has shown dedication and a high standard of

professional ability.

Sergeant To was the Officer-in-Charge of Tsin Bei Tsui

Police Post throughout the period of increased illegal immigration

from China between January and June 1979 and was responsible

for policing an area of intensive illegal immigrant activity.

During this period a total of 1 866 illegal immigrants were

either arrested by personnel under his command or handed over

to them for care and custody. The high level of apprehensions

and the fact that no problems arose over the custody of those

apprehended are directly attributable to the leadership displayed

by this officer.
