From 1975 to 1977 he was Divisional Detective Inspector of Wanchai
Division. Many of the decisions he was required to make were difficult and
controversial and admitted of little time for consideration or reflection.
He displayed great energy and originality in his approach and the results
he produced represented substantial progress in the attack on organised
crime and vice. Since 1977 he has been responsible for the organisation of
the research division of Criminal Investigation Department Headruarters.

Mr. L1 Kwan-ha
Mr. Li joined the Royal Hong Kong Police Force as an Inspector in 1957 and has since served in various departments of the Force including the
Special Branch, the Criminal Investigation Department and the Uniform Branch,
culminating in his present post as Deputy to the District Police Commander
in Kowloon District, to which he was appointed in 1979. He was commended by His Excellency the Governor in 1961 and again in 1962 for professional skill
in two security cases.
During his service he has maintained a consistently excellent
standard of duty performance and his leadership has been impressive.

Mr. Wilfred Sabastain CGLEY
Mr. Ogley joined the Force in 1954 on transfer from the Royal Hong
Kong Regiment. He was promoted through the ranks and reached Chief Inspector of Police (Auxiliary) in 1978. He is one of the founder members of Emergency Unit, Hong Kong Island (Auxiliary). Before his promotion he was Staff
Inspector, Operation of Emergency Unit, Hong Kong Island (Auxiliary) whose
main task was to raise the standard of the Internal Security drill and
tactics of the unit. tir. Ogley is now the Second-in-Command of Emergency Unit Kowloon West (Auxiliary).
