Mr. Loo joined the civil service in 1949 as a Temporary Clerk

in the Prisons Department where he remained until 1973 when he was

promoted to Senior Clerical Officer in the Government Secretariat.

He is an able, loyal and conscientious officer whose cheerfulness and

readiness to undertake responsibilities beyond the level of his rank

have won him the admiration and respect of colleagues and senior

officers alike. He continues to contribute significantly each year in

organising and arranging recruitment interviews for the Executive Grade,

and his efforts won him a commendation from the Public Service Commission

in 1977. As a Senior Clerical Officer he is outstanding and he sets an

example to colleagues that would be hard to match.

Mr. POON Kam-to

Mr. Poon was first appointed to the Agriculture and Fisheries

Department in 1946 as a Farm Labourer and has earned repeated promotions"

to reach the top of the Technical Assistant grade. He has acquired and--

applied considerable practical experience and expertise in the breeding,

selection and multiplication of highly productive cultivars of local

vegetable crops. As Hong Kong depends upon local vegetable production

and as the local vegetable industry depends on seed produced from

departmental farms, Mr. Poon's contribution has been of very real and

practical importance. Mr. Poon has diligently and loyally performed his

duties in an exemplary manner.
