Mr. Brian Leonard MERRITT
A special team of three Chief Inspectors, six Inspectors and
one Station Sergeant drawn from different formations in the Royal Hong
Kong Police Force was chosen in 1977 to investigate a serious incident
involving members of the Force and members of the Independent Commission
Against Corruption. Mr. Merritt was selected to head this team. From
the outset he rose to the occasion and handled this very difficult and
sensitive assignment with outstanding professional skill and diplomacy.
He motivated and led the men under his command and welded them into an
effective and highly efficient team.
Throughout, he showed the highest degree of devotion to duty,
detective ability and leadership.

Mr. TSANG Fat-hung
Mr. Tsang was employed as Sub-Divisional Inspector, Sham Shui
Po, from 1974 to 1978. He is a determined and resourceful officer with
a thorough knowledge of police work in both the Criminal Investigation
Department and Uniform Branch. Mr. Tsang's forethought, planning and
resourcefulness have been largely responsible for the success of a number
of important police operations including, notably, an operation to
re-establish control in the Shunning Road Hawker Permitted Area.
basic plan for this operation has been used as the pattem for similar
operations elsewhere in Hong Kong. For more than three years Mr. Tsang
successfully commanded one of the busiest and demanding Sub-Divisions
in the Royal Hong Kong Police Force.
