growth in outdoor interests has been paralleled by a similar increase
in the numbers interested in the arts.
The Summer Youth Programme has followed this pattern and while

in 1970 about 750,000 participated, this year it will be over two million.
Like so many of the tributaries of this new flood of organised leisure activity, the Summer Youth Programme has flowed from successful co-operation between the Government and other public and private bodies
In this case the Urban in the typical and admirable Hong Kong way.
Council and the Jockey Club have helped with funds, and much work has been put in by voluntary agencies, schools, Kaifongs and private persons,
as well as the Government.
I should like to congratulate all concerned and thank them for the time and effort they have put in so that this year's programme will not only be bigger than ever but will be refreshed with new ideas and
activities.
I am sure it will be an enormous success and a great credit to the organisers. It gives me great pleasure to declare this year's Summer
Youth Programme open.
