He has shown outstanding efficiency, hardwork and good judgment,
and willingness to undertake additional responsibility and to work outside
office hours. He has performed exceptionally well at times of great
difficulty, such as typhoons and other natural disasters.
He is well
known for his honesty and integrity, and by winning the trust of the local
people and their leaders has contributed significantly to the relationship
between the District Office and the local inhabitants.

Mr. LAU Kin-kong
Mr. Lau has been a member of the crew of the Fisheries Research
vessel Cape St. Mary since 1956. He has been Chief Engineer on the vessel
since 1969, and his care and efforts have been instrumental in ensuring its
continued performance and efficiency at sea. He has always been willing to
work long hours under arduous, sometimes dangerous conditions. Mr. Lau
has a long record of dedicated service to fisheries research and Hong Kong's
fishing fleet.

Mr. LO Kan-to
During his over 31 years of service with the Kowloon-Canton
Railway, Mr. Lo has shown himself to be a loyal, responsible and devoted
officer, who always sets a good example to junior officers serving under
him. During the disturbances in 1967, he carried out his duties most
efficiently and with devotion despite heavy pressure. He also contributed
a great deal towards the smooth and efficient removal of the Kowloon Station
to Hung Hom Station.
