Mr. John Dyson HIRST, O.P.M.. C.P.M.

Mr. Hirst, Chief Superintendent of Police, joined the Communications

and Transport Branch of the Royal Hong Kong Police Force in 1961 following

service in Uganda. He assumed command of the Branch in 1963.

Mr. Hirst has managed the transport and communication facilities

of the Force during a period of considerable expansion and increasing

complexity and sophistication. He is currently directing the implementation

of the beat radio scheme, associated with a computerised information system.

He has made a significant contribution to the efficiency and

effectiveness of the Force.

Mr. KWOK Ka-ming

Mr. Kack is a distinguished professional footballer who has made a

substantial contribution to soccer in Hong Kong. He has received many awards

over the years, represented Hong Kong in 10 youth matches and numerous full

internationals, many as team captain, and contributed towards the development

of the game by providing voluntary coaching at summer youth training courses.

Mr. William Davidson LEIGHTON, J.P.

Mr. Leighton, Assistant Director of Marine, has served in the Marine

Department for over 26 years, for over seven years in his present grade. He

has been an Official Justice of the Peace since 1971. During his time with

the Government he has unfailingly displayed the highest professional standards,

and has on occasions performed notably well in difficult circumstances, for

example as Superintendent of the Seamen's Recruiting Office in 1967/68.

Mr. Leighton is also a prominent member of local golfing circles.

He retires from Government service this year.
