In 1973 he was given a formidable assignment as Head of the

New Territories Development Department, set up to plan and co-ordinate

the provision of land and infrastructure services for new towns development catering for a total planned population of 1.8 million people. The present

rate of progress is due in no small measure to his efforts.

Mr. Whitaker is Chairman of the Hong Kong Advisory Committee to

the Institution of Civil Engineers, and is responsible to the Institution for the training of some 54 young civil engineering university graduates.

He is retiring this year.

Mr. Sheik Sulieman Seymour BUX

Mr. Bux has been employed in the Health Inspectorate of the Urban Services Department for 29 years. In recent years he has been

responsible for the management, servicing and scheduling of the Department's vehicle fleet, and the running of the Department's workshops and garages.

Mr. Bux has also been active in staff affairs, as Departmental

Welfare Officer, on the Committee of the U.S.D. Staff Recreation Club and

as team manager of the U.S.D. football team, and a member of the Hong Kong

Football Association Council,

Mr. CHAN Pak-keun, J.P.

Mr. Chan is an architect, who has over 15 years of active community

service, particularly for the benefit of disabled and handicapped children, and in promoting educational and other welfare projects. He is supervisor of a school in Kwai Chung, and has been involved with the Tung Wah Group of

Hospitala, Po Leung Kuk, Lions Club, Junior Chamber of Commerce and many

other organisations.
