lir. Edmund Feul GRACE, P.li., C.P.M.
lir. Grace joined the Force as a Sub-Inspector in 1949, aftur
serving in the Palestine Police. He has risen through the ranks and vas
appointed Assistant Commissioner in 1969.
Mr. Grace has proved himself to be a most able police officer and has
played an important part in raising the general level of professional
competence of the Force to its present standards.

Mr. Robert Willian PRIMROSE, M.B.2., J.P.
After long service in the Executive and Adrinistrative Grade in tho
Government, Kr. Primrose was appointed as the first Administrative Secretary of WELCO (Office of the Unofficial Members of the Executive and Legislative Councils) in 1970.
lir. Primrose has given outstanding and dedicated service to the efficient
development of UELCO, in providing support facilities for Unofficial embers
and in dealing with complaints from the publie. He retires this year.

Mr. Derek Certor READMAN, J.P.
ir. Readman joined the Hong Kong Government as a Revenue Inspector
in 1948 and transferred to the Executive Grade in 1951.
He was appointed Assistant Director of Immigration in 1964 and Deputy..
Director in 1967. He is expected to go on pre-retirement leave this year
after 29 years service.
Readman joined the Immigration Department when it was only three
years old and loss than a quarter of its present size. He has since glazed
a key part in the development of the service,
