is President of the Red Cross; a leading figure in the Community Chest since

its inception; and Chairman of the annual International Festival of the Arts.

He has for many years been active in the promotion of cultural activities,

higher education and medical services in Hong Kong.

Mr. Thomas Gerad GARNER, J.P.

lir. Garner joined the Prisons Department in 1947 and rose to the

rank of Commissioner in 1972.

He is an efficient and respected Commissioner who has done much

to modernize, improve and widen the scope of the Prisons in Hong Kong.

Mr. Thomas LEE Chun-yon, J.P.

Hir. Loe joined the Social Welfare Department in 1952 as a Probation

Officer. He rose to the rank of Deputy Director in 1971 and was appointed

Director in 1974.
