He was a Chairman of the Hong Kong and Kowloon Joint Kaifong Research Council in 1965. He is the Prosidant of the Chan Clansmon's Association and a
member of the Board of Education.

Mr. Ng Tor-tai
Mr. Ng is the President of the Tsim Sha Tsui District Kaifong
Welfare Association, of which he was also the Chairman from 1957 to 1966.
He was the Chairman of the Hong Kong and Kowloon Joint Kaifong Research
Council in 1963, 1964 and 1966. In 1955-6 he was a Director of the Tung Wah
Group of Hospitals and in 1955-57 the Chairman of the Ng Clansmen's Association.

Mr. Young Pun
Mr. Young is a Demarcator Class I of the Taipo District Office in
the New Territories. He joined the Hong Kong Government as a nossongor
in 1934. In April 1960 he was appointed a Class II Demarcator and rose to
the present post in June 1963.

Mr. Charles Payne Sutcliffe. M.B.E.
Mr. Sutcliffe is Senior Assistant Commissioner of Police. He joined
the Motropolitan Police in 1938. He saw military service during the war.
In 1946 he joined the Tanganyika Police as an Assistant Superintendent and
was later promoted to Senior Superintendent. He came to Hong Kong in 1960
as a Senior Superintendent and was advanced to the rank of Assistant Commissioner of Police in 1963. He was appointed to the present post in December 1966.
He was awarded the Honour of Member of the British Empire in 1953 and the
Colonial Police Medal in 1964.
