Have Talks On Nuclear Tests

Washington, Apr. 21.

!

Secretary of State John Foster Dulles today expressed "a great deal of sympathy" for Japanese efforts to halt tests of nuclear weapons but said he considered unilateral abandonment of nuclear tests impractical.

The Secretary's views were conveyed to re- porters by Masatoshi Matsushita, Japanese Prime Minister Nobusuke Kishi's personal representative in the Japanese effort to stop Great Britain's forthcoming hydrogen bomb tests after a 36 minute conference at Dulles's home.

Matsushita said "we have had very frank and interesting con versations. The Secretary showed a great deal of sympathy for our point of view and referred to the responsibility of the United States defending the free

world."

The Japanese envoy said "he told me that unilateral abandon- ment ul nuclear testa was - practical but that some day all sations could agree."

Matsushila sild he and Dulles

agreed that nuclear tests could be scrapped some day and total
