General Alfred Gruenther, Allied Commander in Europe, said tonight that America's “devastat- ing" air-atomic power should prevent any Russian attack on Western Europe for the next three to four years.

He also said that during this period West Ger- many's forces would be arming and European de- fence strategy would be "based upon the use atomic weapons against an aggressor."
