National Guidance Minister, that Egypt might be more ready to join a Western de- fence alliance if the Negev were detached from Irsael and given to Jordan.
A Government spokesman commented: "No part of Israel's territory is at the dis- posal of anyone to serve as a quid pro quo for poiltical or military arrangements of any kind."
He said Major Salem's state- ment was "another device of Egypt's war propaganda against Israel."

Major Salem's statement puzzled diplomatic quarters here today.
He appeared to be demanding that Israel, surrender the Negev and at the same time calling for
Arabunity against Israel.
He gave no hint of compensa- tion to Israel for loss of the territory.
This led to some speculation here that Egypt might be think-
ing of the transfer of the Negev as part of a bigger deal in an Arab-Israeli peace settlement But there was no information available to give substance to the suggestion.

America's Power
Preventing Russian Attack
Washington, Mar. 21.
General Alfred Gruenther, Allied Commander in Europe, said tonight that America's “devastat- ing" air-atomic power should prevent any Russian attack on Western Europe for the next three to four years.
He also said that during this period West Ger- many's forces would be arming and European de- fence strategy would be "based upon the use atomic weapons against an aggressor."
General Gruenther predicted in a speech before the Adver- tising Council that France may complete raufication of the Ger- man arms pact by the end this week..

He said West Germany may, be equipped with 1.300 tactical aircraft, 12 army divisions and "small naval craft for Baltic Sea opera- tions 'within three to four years.
