BRITISH SHIPPING REPORT

Japanese Government Disregarding Accepted International Practice

London, Feb. 24.

The annual report of the Chamber of Shipping of the United Kingdom, published here on February 21, declares that the Japanese Government is "tending to use its national shipping as an instrument of aggressive trade policy with !complete disregard for normally accepted international

practice."

The report adds: "Japan, like Britain, is by tradition a maritime country and should be equally anxious to avoid doing anything which might encourage others to take retalia- tory action.
