It has not, as almost everybody expected, | given more convertibility to foreigners, by enabling them to spend sterling on dollar goods in. the re-opened markets. Instead, it has given more convertibility to Britons by enabling them to buy in the cheapest markets.
It has done a great deal of good at home, both by reducing the discount on "commercial sterling" and by improving Britain's terms of trade. But it has done far less than was expected for foreign holders and earners of sterling.
