Parliamentarians from France, the tliree Benelux countries, Italy and Western Germany tonight finished drafting a European supranational constitution for submission to the Strasbourg Pre-Constituent Assembly on March 6.

The 113-article draft was adopted by 21 votes to four with four abstentions. The French Socialist leader, Guy Mollet, was among the abstainers.
