JAPAN AND TARIFFS AGREEMENT

Tokyo, Oct. 18. Japan is leaving the question of her admission to the General Agreement on Tariffs and Trade (GATT) until the feelings of GATT members turn favourable to her after investigation, the Foreign Ministry said today.

The Investigation is to be made by an Inter-session com- mittee which GATT members, meeting at Geneva on Tuesday, decided to appoint.

This delayed indelinitely any decision on Japan's admission, in which the first step-permission to start tariat negotiations with GATT members bould have been agreed by a simple majority at the current GATT session.

The Japanese Foreign Minix- try aald today that even if Japan had been allowed to start at once, it would have been dificult to complete negotiations with two-thirds of the members R necessary; majority for | admission — before the next
