State Of Emergency In Bolivia

La Paz, Oct. 9. The mobilisation of all workers in Bolivia under the control of “armed workers militias" was decreed today by the country's powerful workers (miners) organisation.

The decree coincided with a now outbreak of shooting in the city. Thousands of rifle shots have been heard since 4 a.m. today, though the origin was not immediately known,

The workers' organization, spearhead of the campaign for Immediate nationalisation of

the Bolivian mines, declared a "state of emergency in the face of imperialist reaction designed to sabotage the dallonal revolu- tion.»

It said the mobilisation would cland until the National Revolu tionary Government,

which seized power under Dr Victor Paz Estensoro last April, issued a decree for the nationalisation of the mines

But the mobilisation ortler precipitated a crisis inside the workers' organisation, which led 10 its leader, Senor Juna Lechin, who is also Minister of Mines and Petroleum, submitting his resignation.

The organisation rejected this resignation as "inopportune."

The nationalisation of Boll- via's in mines the country's main source of wealth-was the country's first declared aim of the National Revolutionary Government after it assumed power.

TIME LIMIT

On April 13 the Government set up a commission to prepare for the nationalisation and gave it four months to present its final report. The time limit 'expires' today.
