The International Conference on Japan's external loans opened in New York today.
Our own attitude at that conference will be clear-cut. There must be the minimum of conces- sions. We will stand firmly on the dollar clauses. Loans, which are already overdue for redemption, must be repaid in cash at once, with no refunding scheme.
