Formula Sought To Tallulah End Dispute Between In Court
Britain And Egypt
WASHINGTON DISCUSSIONS
Washington, Dec. 30.
United States and British officials in recent days! have held informal discussions on how to resolve the Anglo-Egyptian dispute and secure Egyptian participation in the proposed Middle East defence! command. They hope to be able to come up with some overall formula to be presented for con- sideration by President Truman and Mr Winston Churchill when the later arrives in Washington.
This was reported by authoritative sources, who said one American suggestion in the informal talks has been that Britain recognise King Farouk as ruler of the Sudan pending a plebiscite in which the Sudanese would determine their own future. The American hope is that the Egyptians. who themselves suggested the plebiscite, would then be willing to accept in principle: Egyptian adherence to the Middle East pact.

ECEMBER 31 inevitably calls for stocktaking; not only of what the world has accomplished during the past twelve months, but whether its achievements have been greater lesser than its failures. The year 1951 does not present a particularly happy balance sheet. International relations have become more strained than ever: the rift between the Western Powers and Russia and her partners has widened. A beluted effort has been made to find & common formula for universal disarmament and the outlaw- ing of atomic weapons, but virtually no progress can be discerned. Develop- ments in the Middle East have added to the general troubled state of the world; both Persia and Egypt have torn up solemn agreements as though they were nothing more than pieces of paper; and while there was no blood- shed in Iran because the late Socialist Government believed that by with- drawing British personnel from scene, Dr Mossadegh and his colleagues would listen to reason, there has been a of shooting deplorable number incidents in the Canal Zone where the

far shown themselves incapable of main- taining order. The state of unrest in the Middle East, created very largely by fanatical elements, is, in fact, one of the most disconcerting developments of 1951, posing a complex and incalculable problem for the year ahead. In Korea, where theoretically some advance has been made towards an armistice, hostilities are, in fact, still going on, and, as the year closes it cannot be claimed that the prospects of an early settlement are very bright. The world has managed to avoid a universal conflagration during 1951, but very little else. In Malaya, organised banditry and guorilla warfare continue to plague the country and the your has seen dissppointingly

Past Year Reviewed
New York, Dec. 30.
The Secretary of State, Mr Dean Acheson, predicted tonight that the free world gain in 1952 the power to take or withhold action "which will have a decisive effect upon the cause of peace.”
Mr Acheson contended firmly that at the end of the year "We are better off than we were a year ago." In a year-end summary of Ameri- can foreign policy and the common struggle against Communism, Mr Acheson found that "central responsibility" for maintaining the peace still rested with the United States "one great repository of strength for those who value freedom."
The Secretary of State gave his views in a broadcast speech at the annual award dinner of Jewish War Veterans, which presented him with its 1951 Gold Medal of Merit for his efforts to stem Communism and build
a peaceful world.
