It is quite clear that until the UK Government officially in- forms the Japanese Government that it has renounced repara- tlons, the right to claim repara- tions remains with the UK Government. As the Japanese Government did not exist as a party capable of negotiation until the signing of the Pence Treaty a month ago It may be assumed this right still remains. A view expressed by the local Council four years ago,
when the Japanese Government did not exist, in no way invalidates that right.
As regards the amount claim- ed as reparations, the recovery of HK$75,000,000 by way of a Lax on assignments, whilst a welcome contribution, would go small way to roeet HK's but a 1947
of reparations claims HIC$608,000,000. Moreover the claims were largely based on pre-war values, as requested of claimants by the Hongkong Government, and will certainly
be
greatly enlarged when we present our claims afresh, al- though at five times that gure they would still be in proportion half the Philippines' claims, as emphasised by various speakers
meeting last Saturday.

Gross Breach Of Natural Justice
Claims Counsel Claims
APPEAL AGAINST JUNK'S
CONFISCATION
"In my submission this is a gross breach of natural justice," declared Mr Brook A. Bernacchi before Mr Justice Gould, Senior Puisne Judge, in the Appeal Court this morning. Counsel was appearing for Ko Yat-ming and Chan Yat-tak who appealed against an order made by Mr R. W. S. Winter at Kowloon on July 24 for the confiscation of their motor junk.
Mr Bernacchi explained that Ko and Chan, owner and mortgagee of the vessel, respectively, were not charged and were not heard by the Magistrate as to their bona fides. Two members of the crew were charged with at- tempted export of specified articles, namely, military field telephones and motorcar parts. They pleaded guilty and were fined $1,000 or six months.
Guilty Of Committing Corruption
The Crown was represented by Mr J. Reynolds, acting Solicitor- General, assisted by Revenue | Inspector L. C. Millington,
Counsel for the appellants was instructed by Mr Peter H. Stn.
After preliminary argument on a point of procedure, Mr Bernec- chi contended that as the vessel was a registered one there would have been no difficulty in tracing he owners and bringing them

Why we say By hook or by crook,
In feudal days the poor of the manor were allowed by right to go into the forests, which were other- wise strictly preserved for
game, and gather such wood as they could rench down with a hook and gather together with a. crook. They were so anxious to get what they could that the phrase "by hook or by crook" has come to mean attaining your object by any means in your power.
